damage numbers/sound "storing"

when i shoot someone, it will very clearly hit, there will be sparks, and they get hurt/knocked back, but no damage number or hitsound occurs. every 5~ seconds the game will release them, and they play as a built up noise and all the damage numbers come up all at the same time over the person's head.

this problem comes and goes, usually it doesn't last for more than 15-20 minutes but its been happening more frequently and for longer periods of time. i don't know if i do something to trigger it or what but its incredibly annoying and my game "feels" laggy during despite having 80-100 ping consistent

edit: just to clarify, this isn't bad hitreg. I can kill someone and this still occurs, happens on players standing still and with explosive weapons as well.

My guess is a latency issue because your client is having lag receiving info from the server that you hit your shot. The only problem with this is that you said you had relatively low ping so I'm not completely sure whats going on. Could be routing issues or packet loss, or maybe client lag? Have you installed anything new recently into the custom folder?

i haven't touched anything in my tf2 folder in about a year and a half, other than HUD changes.

someone who lives in the same house as me plays tf2 and doesn't have this problem.

I used to have this exact problem, I would empty my entire shotgun clip in them and half a second later everything would register later, i couldn't find a fix so I just reinstalled my os

you sure its not just the server? ive had this problem numerous times and all of them seem server side as others have experienced it as well
