halp installing "clean tf2"

I want to install this clean tf2 thing from this thread. I tried installing it the way I install a hud but it wont work for me. I've tried putting the files in my hud folder, tried putting it in my hud folder, and tried making a folder and naming it FLAT.vpk and putting the files in there. will my cfg allow me to use this? I am using "comanglia's fps cfg for mid qualitiy pcs" Is this version outdated, causing it to not work?
Also sv_pure is only on in valve servers correct?

Clean TF2 doesn't work on sv_pure 1 or 2 servers, which is basically every pub and definitely every comp server. There might be some pubs that will allow it, but they'll be rare.

okay so I should install the file that reads, "works in sv_pure" correct? if so, I should put it in my custom then and not anywhere special?

You would put the .vpk there directly into your custom folder, no other steps needed.

I haven't maintained it at all for over a year now though so some things in it would be hit-or-miss.

Iirc some of it worked on sv pure with preloading
