So today I was checking to see how much a fixed amount of keys would cost, and it tells me that I need to enable the steam community from in game, and then I'd need to restart Tf2. The issue is that I have in both properties, and steam settings.

Any ideas on what I should do?

You were the guy who was asking about the mumble overlay the other day right? I know a lot of people have trouble using both the mumble and steam community overlays while using Chris's configs. I use m0re's highframes and haven't had any issues with overlays since I switched to that. I remember seeing someone mention the line in Chris's configs that conflicts with the mumble overlay I'll try and find that again and then you can remove the launch option that messes with the overlays.

#5 that problem is that mumble's overlay only works with non-extended dx9, not "not being optimized" for "... any other recent game" (since when is tf2 recent, either?)

I had this problem once and defragging helped me. But it came back a day or two later. You can still always try that.
