Do you mean so that OBS also shows your Mumble overlay?
If you're using direct game capture (Which I assume you are) then you'll unfortunately not be able to capture the overlay.
I can suggest adding a small screen region on the overlay, but that would probably look messy. Optionally you can just capture TF2 with the screen region option, but that gives quite a performance hit.

Really there's no GOOD way to do it, that I've yet to figure out at least.
Does DXtory capture the Mumble overlay? If it does, you could use DXtory and it's directshow function to stream. A lot of streamers find DXtory to be a better option anyway.

Dxtory does indeed capture mumble overlay but it will perform worse than OBS' game capture. How much worse depends on your particular setup, and how well you configure Dxtory.

from what ive experienced the only way to get the mumble overlay showing with OBS only is the software capture feature. But it destroys your performance and i wouldnt recomend it.
