Config settings file saved as screen saver?

I'm unable to edit my settings in my config because windows recognizes it as a screen saver, and I cant choose to open it with a different program. help?

This is kind of hilarious. Anyways check your file type associations in Control Panel. You can also just open notepad first then open the .cfg file.
