I've done a bit of research into this one myself and it seems that it only refers to things like per-server unusuals or items for players without those items in their backpack, or custom items entirely. It looks like servers are able to ban items for all users without issue. I'm looking into this more though.
You can have random crits disabled as long as you don't remove the nocrits tag, but then players will have to choose to play on nocrits servers for them to join your server via QuickPlay.

The server might be going through a bit of testing for the next few hours. I'll have it back to normal for this evening though

You'd be surprised, actually. Most people don't bother to use the server browser, even for community maps, unless they're looking for a custom game mode like prophunt or a jump map.

I use quickplay for pubs because the server browser is godawful for me. Takes 5 hours to load and barely finds any servers, even ones I'm able to join them IP

I feel like the original should be allowed to be used as it's basically stock but some players prefer it more than stock.

Okay, in the short amount of time I tried getting Quickplay to work I wasn't able to make the server registered fully. It's back up now for the evening, enjoy.
