Steam overlay not working properly

I start TF2 with the overlay enabled, doesn't show up. Try to open it and just eats my FPS for no reason and still doesn't show up. Exit TF2 and have to run the actually exe for the overlay program every single time. Not really that fun, any fixes?

Do you use anything like Razer Cortex to disable certain services while you're in game? Or have you ever ran that steamwebhelp killer.bat thingy?

Had a similar issue in the past and it was fixed by reverting those changes.

I had a problem with the overaly just not appearing at all. Sometimes if I restarted steam it would work but only for the initial game launched, any subsequent games would not have it. I asked steamsupport and none of their solutions worked. Then one day after a steam update it worked.

SegnoI don't use razer cortex anymore and made sure to turn on the things it turned off, and what is steamwebhelp killer.bat?

It's a batch files that kills steamwebhelper.exe, which makes browsing web using Steam and Steam Overlay possible.
