Does the game stutter when you strafe left and right, but if you move in a straight line does the game run fine? My friend was having some issue with strange frame skipping in the game for the past month.

Stuttering or freezing could be caused by an unlimited amount of reasons. If you're still on DX8, there are still crashing issues with it. Other than that you might want to try different drivers. What graphics card do you have?

mat_dxlevel 81
use chris's maxfps config

fullscreen with a lower resolution but same ratio

launch options (the ones that I use)

-dxlevel 81 -full -w 1280 -h 720 -console -novid -useforcedmparms -noforcemaccel -noforcemspd -32bit +mat_antialias 0
