Streaming issue with 2 monitors

Since I have 2 screens I usually stream with TF2 on my left monitor and the chat, or some other stuff on the right.
What I noticed is that every time someone posts something in chat, my game feels like it's running at 30 Hz instead of 120.

I've been playing around with that issue a little and found out that basically any motion on my second monitor puts TF2 down to 30 Hz, no FPS drops whatsoever, just feels really sloppy.
So I'm unable to read chat or basically have anything else running but my own game while streaming.

I'm using Windows 8.1 on a machine with a GTX 780 and an i7-4930K, so I doubt it's because my PC can't handle 2 screens.

Since I usually stream at 720p, 45 FPS and 3000 Bitrate I figured I could lower all that to a minimum but nothing changed.
I also tried disabling all the visual effects from Windows 8 that caused lags on my old computer.

Is there anything I can do to fix it, or is that just what happens when you use 2 screens?

are you running *edit:tf2 in* fullscreen or windowed borderless?
i would try fullscreen even though fullscreen can kinda be ass sometimes

I totally forgot about that sorry. Yeah I was running windowed/noborder, just changed it to fullscreen and it works fine thanks. Though I wish I wouldn't have to, since fullscreen kinda sucks but what ever.
