I installed win 8 for my new desktop, after using win 7 a lot.
Win 8 is a straight upgrade, except the UI is a bit confusing.
But you can install software to get it back to win 7 UI.
The boot time is amazing. I don't know if its the better parts, but its booting in less than 10 seconds, making installation of drivers and other applications less frustrating.

I will be using an SSD for OS, so boot time should be pretty fast regardless

tl;dr for the Windows 7 vs. Windows 8 debate:
If you don't have an OS and are thinking of buying one, get Windows 8. If you already have Windows 7, then it is perfectly fine to continue using it for at least the next few years.
