I want to try things on a private server but how would I install mods such as bhop (from tf2jump servers) on to it?

Look up sourcemod and how to install it. The plugins you want should be SM based.

Valve doesn't allow clients to load server plugins.

Yep, so you'll have to use a launch option: -insecure
