Dropping frames in OBS

Recently tried setting up a stream and I'm having a little trouble with dropping frames in OBS, in game they are fine. I've searched and searched and tried basically everything I can find but I still drop frames. Hopefully you guys can help me out.

System Specs:
i5 3570k @ 4.1
Radeon 7770 2gb
8gb ram
144hz monitor

Upload speed is never below 10, depending on the time of test. It's usually around 15-20.
Quality: 7
Max bitrate and buffer size: 3000
Audio bitrate: 128
Used JTV and I'm sure I'm using the closest server. I have tried moving it around to several different ones.
Base Resolution: 1920x1080 downscaled to 1280x720 with 30 fps. I've toyed around with lowering the downscale and lowering the base to 1680x1050 to no avail.

I've tried lowering and raising the quality, bitrate, resolution, and none if it has worked. I'm sure my computer is not overheating either. I'm about all out of ideas so does anyone have any ideas?

I do have my fps capped and removing the vbv didn't change anything. I'm at a loss. Last night I was able to stream for an hour and a half without any drops. Today I didn't change any settings and I started dropping after 2 minutes. Seems like it's just hit or miss, sometimes it works others it doesn't.

Is it possible switching off dx9 would do anything?

It's recently been brought to my attention that speedtest.net is notoriously inaccurate. People should also try http://testmy.net/

Be warned that testmy.net's automatic test seems to under-report. You may want to manually specify a larger test size to get an accurate measurement.

On a retest it came as this: Download :: 2.2 Mbps 276 kB/s Upload :: 4.6 Mbps 572 kB/s

Switched to wired connection (not just for this reason) hoping that it would solve this, but it hasn't. Have tried switching servers several times, changing settings, nothing. Last night I was able to stream for 2 hours without a single dropped frame, then tonight after minutes I started losing 20-25%. Hopefully someone has an idea.

that's good that you're wired now.

it looks like you have a solid setup but the stream settings seem fishy to me. how do you have Max bitrate and buffer = 3000 while vbvmaxrate is 4500?

I tested that setting early on and I no longer use vbvmaxrate. My current settings are quality 8, 3000 max bitrate and buffersize (I have tried setting buffer to both 6000 and 2250 with no change), 1920x1080 resolution with 1.5 downscale and 45 fps

Set your FPS to 30 in the Video tab.
Try setting x264 CPU Preset to veryfast or superfast.
Disable Aero.
If that doesn't work set your upload to 4500 and Buffer Size to 1500.
