This has only really been happening (typically) after first launch on boot. First server I join, quite often I am unable to literally do anything, be it join team, or even just see if anythings going on. Players are frozen, but kill notices are the only thing that are updating. Requires me to retry which fixes it, but is annoying after I've waited 40 seconds on a pinion server only to have to retry and wait another 40 seconds >_>.
Is this steampipe related or something? Or is my game just screwed? Anyone else with the same issue?

I had that a few days ago. I don't know if it is steampipe or just a coincidence, but I defragged and verified cash and then it started working again.

Yea it was happening to me like a month ago(mostly on pickup servers) then I had to validate steam files everytime before launching TF2 and after few weeks of that it stopped happening I guess you could try to do some of these: reinstall tf2, defrag, or post it on Steam Support.

Still occuring for me. Happening on every server, even on demo playback (need to reload demo for it to work).

Yeah happened to me yesterday, I just restarted TF2 and it fixed it.
Maybe try reinstalling?

Keep a tab on if it only happens on pinion servers. Could be a plugin issue, won't be the first time that plugin has caused issues.
If you have any configs that block or attempt to block pinion try deleting them and just adding
127.0.0.1 motd.pinion.gg to
c:\windows\system32\drivers\etc\hosts
Won't get rid of the notification but will get rid of the actual ad and music.
