Not an easy one to just download and use
But if you want to use it, you add the fighter pilot crosshair info to your hudlayout.res from here: https://github.com/raysfire/rayshud/blob/9d4bedb5d395c7452c8edf60bdf45dc1d1143f22/scripts/hudlayout.res#L364
The video shows someone only using the horizontal sections and changing the color to green. ymmv
