With the flat textures custom mod found at (https://gamebanana.com/mods/295065) translucent textures become fully transparent. You can manually import textures into a custom\FlatTexturesV1\materials folder. Does anyone know of anyway in which to filter by specific files that are translucent or the name of these specific "fence" like files (no they aren't all files called fence I did check).

you should find the incriminated materials by loading into the map, placing crosshair at the material and typing "mat_crosshair" and removing said materials

Should be what you are looking for, as far as finding the textures I just looked through them all manually, some fences are part of props and cannot be changed.
Also if you're looking to make these textures show up, rather than to make them invisible just cross reference what's in the vpk I linked and remove it from your own to restore them.
