Higher ping when streaming

Ever since I updated OBS, I'm getting some higher ping. When I'm getting 40 ping, It will sometime spike to 70 when streaming.
I have 15 down/5 upload
Bitrate: 3000
Buffer: 6500
Res: 720p
Quality: 10
Recording fps: 60
Is this normal? I've been told I have a high upload, so this shouldn't happen. Any ideas?

i wish my ping only spiked to 70 when i streamed 3mbps video :/
