also if your ever really hot the area right below your hands aka wrists has a lot of circulation if u put a cold towel or an ice cube there it should decrease overall body "hotness"

A clean fan will do that. A fan that you just threw into your damp basement for 10 months after using it to ventilate the hot, sweaty air in that small room the whole summer equals a slumber party of bacteria just waiting to be hurled into your face.

Do you guys not have air conditioners? Even when it's not that hot outside I'd rather just keep my AC on to avoid the humidity. It's worth the extra cost to be comfortable.
Also use ceiling/desk/box fans to circulate air, and keep doors open within your house if possible. If you don't have a ceiling fan, you can get one for like $50 and install it yourself--it's worth it. Relocate your computer to a bigger room if necessary.

Why not an arm warmer? I use something similar in addition to a band to keep my wrist elevated from the pad (pressure and friction suck) and it works great.
If you have space in the freezer - no joke - store your clothes there. Feels great for about twenty minutes.

just keep a fan underneath your desk pointed directly at your balls, works like a charm
for me during the day i cope with it, then during the scrim time during the night when its colder outside i open up a window while i scrim. So by the time i sleep its a temperature that i can enjoy.

Drinking lots of water helps me the most. I'm supposed to have AC but my room is horribly insulated. Cold in winter, hot in summer. My windows face the sun half of the day too :(
I just pull the blinds half way.
Don't underestimate the power of fans either. Also avoid caffeine, because from my experience it kind of amplifies my feeling of whatever temp it is (winter I get super chilled; overheat in summer).
Listening to chillwave doesn't hurt either :) good summer music
