you could just use the crosshair5 I believe (the one that is basically an o) + a HUD dot and play around with the sizes of either

You get the crosshair ingame black by changing each of the cl_crosshair_blue/red/green to 0
a white crosshair is accomplished by changing each value to 255

I would just use a circle crosshair (you can find them in pretty much every major hud like rayshud or omphud) and color it white then enable an outline for it. Sounds like what you want.

or if the outline doesn't look like what you like you can make two identical circle crosshairs, one white one black, and fiddle with the size of one to overlay them.
