Problems after updating the game

So this past week or so we received the 'major' Halloween update and everything was going fine, then outta nowhere TF2 started fucking up for me.

Yesterday I attempted to play for a while and for some reason Steam wasnt recognizing TF2. It was asking me to install the game as if it wasn't on my pc anymore, but it still was. I didn't think much of it and just accepted to re-install the game and went on with it.

When it finally re-installed, I started the game and ofc all of the settings were stock (except for HUD & Crosshairs) so I still spent a lil while re-setting shit back to my usual settings. After all that I ended up not even playing at that time but hey, atleast the next time I would start it, everything in-game would be back to normal, so I thought. But I was wrong.

When eventually I started the game again, everything was shit. Resolution was the stock 600x480 even after I had previously changed it in-game and also in the launch commands. My hud was working fine with the exception of the damage colors, which even after I changed them to white, they were still red.

Yesterday before heading on to bed I decided to uninstall, re-install and verifying the game's cache to see if it would fix it. Today as I got home and started the game, the problem remained. Resolution to 600x480 and all the other stuff aswell. I tried one more time setting shit back to normal, play tested it for 5mins and everything was great. Re-started the game, and guess what? Back to shit.

So yeah I got no idea wtf's goin on and since I couldnt find anyone else having the same problem, I decided to post here. Help?

Can you try on another computer?
Can you try disabling steam cloud? (right click tf2 > properties > update)

I'm sorry I couldn't help much :(

So whats messed up is only your cfg files? Do you use mastercoms' vpk? are your cfg files in custom/yourconfigfolder/cfg?

Thanks either way tho, I somehow just fixed it by doing nothing, I just went on and tried one last time out of desperation, played, restarted, and now the settings seem to be actually fixed\permanent.
