no phong shadows on playermodels

I was experimenting with mat_phong 0, and found that my hud's playermodel had the shadows/lighting that was normal to phong 0

On the other hand, all in-game character models have almost no harsh shadows that phong 0 gives.

Is there any way to "re-enable" these shadows, similar to my playermodel in hud?

edit: dx 95, windows 10, config

edit 2: solved. r_worldlights was set to 0, setting to 1 or higher fixes it
