Problems when going to new monitor

I recently bought myself a 144hz 1920x1080 monitor, upgrading up from a 1600x900 monitor at 60hz, and my frames went down. I downgraded my settings to all low, and it still is at the same framerate. It is stuck at about 30-70 in firefight, and goes up to 100-200 outside of them. I am at my wits end. I have updated my drivers, reinstalled, and done almost everything I can to try to fix this.
Specs:

GTX 1060 6GB
16 GB RAM
Core i7 7700

The thing is, is that it stays at the same frames at any graphical settings. Also, my temperatures are fine, I've checked them.
