Monitor scanning lines

I've always had this issue with my monitor where on dark greyish images, you can see horizontal scanning lines going downwards vertically. Only just today I bought a new VGA cable to fix it, but it makes no difference (other than I can change to higher resolutions and faster Hz, that my monitor doesn't even support).
It's mostly visible in CSGO main menu, sometimes annoying me even in game.

Bought this monitor from a friend some time ago, it's native res is 1440x900 @75Hz, and it's only VGA, soooo it's not a newer one.
Is it just broken/too old?
