No, it says Games for Windows which is completely different from GFWL. GFW means that it supports a 360 controller 100% of the way and multiple languages pretty much.

F:NV is Steamworks and only runs thru Steam, it does not run through GFWL like FO3 did.

The best thing about it is you can just torrent the DLC and throw them in your data folder and steam won't know the difference
