Low FPS as of Halloween update

Hey,

As of yesterday's update, I've been recieving significantly lower fps than normal. Even after taking several steps to gain more fps (such as dropping my resolution from 1280 * 720 to 800 * 600 and using several mods that supposedly give increased, more stable fps [no hats, no explosions, no bullet dust), I'm still struggling to get anywhere close to what I used to (I've gotten it to range from 50-80% of what I used to, but it consistently hovers around the 50-60% mark)

I use comanglias mid quality (everything set to low except for textures, which are set to max), dx8.1

My launch options: -w 800 -h 600 -novid -console -useforcedmparms -full -nofrocedmaccel -nod3d9ex -high -
noforcedmspd

From what I can tell, it's likely not a problem with my cpu

Any insight on this would be greatly appreciated!
