Using a 16:9 resolution on a 4:3 monitor?

I'm back with another question. I was wondering, is it possible for a 4:3 monitor to use a 16:9 resolution?

I tried setting -w 1024 -h 576 (fullscreen included) but once I loaded up TF2, it was back to the usual 1024 x 768. Is it possible to make it 1024 x 576 (this is a 16:9 res. right?) with black bars on the top and bottom?

windowed no border would be the easy way out.

-sw -noborder

another way is to set your desktop to 1024x576 to see how that works out for you. if it works out the try launching the game in fullscreen

You can set a custom resoultion inside your video card settings and when you do -w 1024 -h 576 (or 600) it should change to your custom resolution

i used this cru utility to create a custom resolution (1440x720).

then messed with the monitor settings so it wasnt stretched vertically, that gives me the black bars on the top and bottom

whenever i game i go through nvidia control panel to change the resolution to 1440x720 and whenever im not gaming i go back to my default resolution.

If you're using a Nvidia card open the Nvidia Control Panel and under Adjust desktop size and position make sure the scaling mode is set to aspect ratio. Unless you're making a video you'd probably better of leaving it at 4:3 than making everything tiny.
