Voldymortthanks for all of your guys's help i finally got the crosshair aligned. now to get it to toggle with classes :P
Sorry, not possible if you're using a cross hair in your HUD, unless you wipe out your minmode and exploit minmode to change between two cross hair settings, but even then you can only have two sets of options.
Welcome to the struggle that is getting custom cross hairs accepted in the default sv_pure config.
Essentially: You deleted your low quality config. However the config is actually a script that runs when the game starts, NOT a settings file. When the config is deleted, the game stops running it, but any settings it baked in are preserved until overwritten. Most low quality configs change settings that aren't touched usually, so they're never overwritten. Even maxing the game using the ingame video options won't fully restore it. Like others have said, either use a high quality config, open the old config and reverse its settings to the defaults manually, or tamper with your actual settings files to remove anything that seems abnormal, at which point they'll be restored to the default.
Comcast everywhere had a 250GB or 300GB data cap until around 2012 or 2013 when they "suspended enforcement pending a potential increase". They haven't reinstated the cap for most customers but it's Comcast, they'll definitely do it sometime.
In Canada it's common to have double digit data caps per month, shit is absurd.

Using a live plugin like anakkks or smac would be perfect if ugc didnt have a policy against plugins running during the match :-l
UGC allows plugins that don't interfere with gameplay.

3.3b Mods - Manimod, Sourcemod, AMX Mod and AMXX Mod and the like are allowed as long as they do not interfere with the match. A csay command here and there will be tolerated, as long as it was in the admin mod config and is not insulting to anybody. Admin mods may only be used for setting the config, checking the amount of time left, and changing maps. Please disable all plugins that could affect any aspect of the match, including Donator plugins. If any player from the opposing team (the Visiting team) is kicked, banned or moved to Spectator during a match for any reason due to any installed mod, the hosting team will forfeit all points earned during the round, unless the Visiting team agrees otherwise. Let this be an incentive to either not run admin mods or to disable the plugins.
Running AnAkIn Anticheat (AnAkk's) with aac_prediction_ban, aac_speedhackbypass_ban, and aac_viewangles_ban set to 0 will make the plugin comply with UGC rules.
There's something really wrong with the lighting in SFM, I'm not sure what's causing it exactly but if you could take a look at it that'd be awesome. This is RC5, but it probably wasn't fixed in RC6 yet. I think it's something related to HDR.

PSU is overkill, case is meh, you really should be going for 16GB of RAM if you're considering a 980.
I'm pretty sure those are just the bumper car animations, they're not new.
What makes the main menu cycle backgrounds? A lot of people have their HUDs set to only use the Upward file, and then they replace that file, but how does the default HUD do it? I've been digging at it but I haven't had any luck figuring that out.
