Yeah, I won't touch this one (yet).
If he's fine with 60fps the logical conclusion isn't TN panel, it's 60Hz panel.
A Deathadder, that really narrows it down, doesn't it?

But let's ignore the budget uncertainties. Let's assume a 1000$ budget.
Battlefront on max, 1080p, 60fps is 285/380 or 770 territory, 280X absolutely no problems and easily within budget.
Witcher 3 on the other hand you're lucky if an oc'd 980 stays above 60fps.
In other words: Not happening.

CPU: No overclocking so no need for K, no streaming just gaming so no need for i7.
RAM: You don't need 16GB for gaming.
HDD: Spending twice the money on an HDD with 50% higher power consumption and that's only faster in 4K write and only by ~1MB/s is questionable. When you've got an SSD that does 140-350MB/s 4K write putting anything where 4K writes matter on an HDD that crawls along with 3MB/s just doesn't make any sense anyway, so why buy an HDD based on that performance.
GPU: 980 Ti would be possible but imho overkill. 390X is an option if you want to save some money. Are you going to overclock the GPU? Also I'm a bit concerned with the VRM temps on the EVGA 980.
Monitor: XL2411Z is 50$ cheaper. You lose:
-A DP and a HDMI port, which you would've never used since the monitor comes with a DVI cable and your GPU got DVI too.
-USB 2.0 ports. 2.0
-a wired remote for the OSD.
If you think that's worth 50$ go ahead and get the XL2420Z, but I don't think so.

Without knowing what the "gaming mouse" and "'good' monitor" cost I can't tell wether it's actually a 500$ or 800$ budget for the pc. Without any specifics I can't give you a specific build, but I think a "good" CPU and a "decent" GPU should be enough to get "good" fps. Did that help you? Didn't think so. Also you probably shouldn't cut parts.

That's a bit weird, probably not what I had in mind.
Could you leave AIDA64 running in the background (without running the stability test) or use hwmonitor to log the CPU frequency to make sure it's not a load spike from TF2 causing a temp spike leading to short but hard throttling?

There are even stranger possibilities but they are a lot harder to diagnose, so let's rule this out first.

It should absolutely be throttling at those temps. 100-105 is where the overtemperature shutdown kicks in.

Sorry, but could you run it again and check the clockrates during the run? AIDA64 got built in CPUID btw, right below the stability test.

It just feels like it's only a quarter of the game it could and should be. Even if it's the shiniest and best optimized quarter of a game, I'm not going to pay 70€ for a quarter of a game.

And then there's the problem that it feels more like Battlefield than Battlefront.
Don't fix what ain't broken is ok, you can keep rereleasing the same game over and over again as a series if people keep buying it, but that doesn't mean when you're working on a new game/series you should keep doing that. It just seems like someone at EA had the idea "There's new Star Wars film, let's cash in on the hype before anyone can be dissapointed by it, by releasing a Star Wars game. We've got the Star Wars Battlefront license, do we have any studio that made a similar game? Battlefield is basically the same, right? Multiplayer fps, almost the same name, it's basically the same game! Yeah that should work."

5-10 minutes? How does your clock work?
Well it confirms that you can run TF2 for 5-10 minutes without throttling. If you want to confirm that it won't throttle if you're running TF2 for longer than that you might want to consider running the stresstest for at least half an hour.
Also what temps were you getting?

Yes it's LGA1155, but you don't need to worry about cooler compatibility anyway since there hasn't been a socket with new dimensions for the past 6 years.

LGA1156 aka Socket H1 uses 75mm mounting hole spacing.
LGA1155 aka Socket H2 uses 75mm mounting hole spacing.
LGA1150 aka Socket H3 uses 75mm mounting hole spacing.
So either suddenly all cooler manufacturers have simultaneously dropped support for Intel platform or
LGA1151 aka Socket H4 is still using the same 75mm mounting hole spacing.
