6600 is obviously a possible upgrade with the higher turbo.
There's way cheaper 265s/370s (same card). Not sure how much rust needs though. You haven't said anything about settings. Anyway for the price of that 265 you could get a 380 (=285).
There's a lot of good cases, I just use the N200 as a placeholder. But honestly the Source 210? No USB 3.0, no dust filters, that'st just poor.
Some nice PSU deals atm. 600B is actually cheaper than the 500B but I don't know how long that'll last and it'd be overkill + lower efficiency.

Check CPU frequency and GPU usage. If the GPU isn't at or close to 100% it's not the GPU.

The top 4 reasons for low fps in TF2 are:
#1 CPU overheating
#2 bad CPU
#3 TF2 being TF2
#4 software problems

Notice how GPUs don't even make the list.

Switch from solar to grid powered and scale up. Against drones which are much larger (combined with higher power output) the ranger would be higher so you could for example lock down the Mexico-US border with a few thousand.

You don't even need to "kill" all drones, just making it less or completely unprofitable is fine. Even if you don't manage that as long as you get a significant number of drones you get clues. Just like when someone's pulling 100kW if someone buys the third $1000+ drone in a month you should probably go check.

Also lasers are cool. I'm pretty sure killer lasers on the border would be fun.

A few outdated parts. Should be 850 Evo and Skylake instead of 840 Evo and haswell.
Also the 390 is faster and cheaper than the 970. Bonus: FreeSync monitors are cheaper than G-Sync monitors. Do you even need a monitor with adaptive refesh rate though? I mean the point of this build should be to get more fps than your max refresh rate. What settings are you going for in Overwatch? Depending on that you might also be able to drop down to a 380.

Anyway here's an improved build. A bit faster and a bit cheaper:

Well you're doing something wrong.
PSU can't prevent the BIOS from saving settings. You either got power or you don't.
For an i7-6700K you'd need at least a new motherboard even if you want to keep your DDR3 RAM, so forget about that.
i7-4790K would help with streaming but not for just TF2 on its own.
Honestly throwing money at this problem won't solve it. If you can't figure out how to save settings in BIOS on your own then the whole trial & error process of overclocking isn't for you. I mean you're willing to throw 300 quid at a new CPU but can't be asked to google your problem.

Also if your PSU is so bad that you're concerned about it interfering with your oc why did you buy it in the first place?

-120Hz monitors accept 120Hz input and display it.
120/240Hz TVs only accept 60Hz max input then apply interpolation or just use black frame insertion. It should look better than the original 30/60Hz content but it isn't true 120/240Hz. They won't accept 120Hz input either so 120Hz on a 120Hz monitor is far better.

-For your intents and purposes HDMI/DP/VGA cables all behave the same. DVI obviously got Single and Dual Link but that's it.

-They can. If your monitor supports it (your GPU should definitely support >120Hz).

Sort of correct. There's HDMI with ethernet, which probably won't matter to you, and the difference between Category 1 and 2 ("High Speed HDMI Cable"), that is not so much about the electrical properties but whether or not the cable has been tested for cat 2. Also those are mostly relevant for 5m/15ft to 15m/50ft lengths, below that (so pretty much any monitor setup) literally any cable should work without any problems.

The cheapest >=120Hz HDMI 1.4 monitor would be the BenQ XL2430T.
Cheapest and so far only >=120Hz HDMI 2.0 that I know of is the Asus MG278Q.

RAID doesn't interfere with other HDDs, but if you want to use those HDDs in the new pc you'll obviously have to use the same raid controller or they won't be readable.
I'm not sure what you'd need raid for and why you'd use hardware raid instead of software raid.
