The last option is a drop down menu "In-Game server browser: Max pings / minute".
Set it to the lowest (250) then work your way up until your Internet crashes again and use the highes working value (or one below that to be safe).

You want to overclock, right? Then why cheap out on the cooler? The TX3 is barely better than a stock cooler.
Same for the SSD, 60GB is not enough to be useful. Also due to terrible design the write speed halves if the capacity is halved so the 60GB sits at <90MB/s sequential write, half of what a 7200rpm HDD does.
As always 390 > 970. New GPUs coming in a few months though, I'd wait.

You messed up slightly on the PSU, this is why I say don't go by brand. EVGA got a gazillion different 80+ Gold fully modular PSUs.

___ = wattage
Nex ___G and ___ G1: made by FSP, fairly average and generally unimpressive. Not sure which one you picked since pcp calls it "Nex 650W" but uses the "G10650" part number. It should be the same unit either way, the only difference being warranty.
___ G2: made by Super Flower, excellent PSU, usually far cheaper than anything that even comes close.
___ GS and ___ GQ: made by Seasonic and FSP, respectively. This is where things get a bit weird.
The 550 / 650W GS and 650 / 750W GQ are good, the GQ being slightly better, but both with only average ripple supression.
There is no 550W GQ and even weirder no 750W GS.
The >= 850W units of both the GS and GQ series actually use different platforms than the lower wattage ones. The GQs are very good and the GS' are excellent, almost as good as the G2.

"Mainly tf2 and csgo" what else? You might be able to get a cheaper GPU and add an SSD.
Or depending on how much capacity you need you could go with only a 250GB SSD and no HDD for now. You can always add an HDD later, but adding an SSD means reinstalling windows.

Think again!
An i3 performs better than a Pentium with multicore rendering disabled.
Small excerpt from my testing results:
2 Cores multicore rendering disabled -> enabled = +1.15%
2C mcr off -> 2C+HT mcr off = +13.14%
2C+HT mcr off -> mcr on = +18.24%

2C mcr on -> 2C+HT mcr on = +32.25%

Yeah, don't ask my how, but Hyperthreading somehow gets you more fps with multicore rendering disabled and with only 2 Cores and no HT enabling it doesn't do anything.

This isn't some weird one-off result. Instead of 3 runs (+-1% variation on all CPU configurations) I ran 10 on 2C / no HT because I didn't want to believe it. I retested it after finishing all other tests, still the same result.

B does not allow overclocking. It has always only been Z officially.
The bug that allows overclocking on H also works on B though.
Onboard graphics work on any chipset, why the fuck would they disable it on one of the most common chipsets.

Wrong, you can still change the multiplier on H97.
Although being able to change the cache/ring/uncore ratio won't change much going for the cheaper board definitely makes sense on such a tight budget.

Just like with Skylake updates remove the bug that allowed overclocking so you can't update the BIOS and have to watch out for microcode updates through windows.

There's no reason for a new PSU.
If you're going the Pentium G3258 + overclock route get a cheaper motherboard. The MSI H81M-P33 is the default recommendation because it's dirt cheap and allows 1.3V VCore (most mobos only do 1.2V max).

Also if your RAM is DDR3 you can reuse it as well.

I wouldn't recommend going the Pentium route though. TF2 is weird so an i3 actually gets you 30-35% more fps at the the same clockrate. What that means is an i3-4170 (3.7GHz) gets you just as many fps as a G3258 at 4.8-5.0GHz and an overclock that high isn't going to happen.

Summary:
Check if RAM is DDR3, if yes reuse.
Get the cheapest LGA1150 mobo you can find, even H81 is fine.
Get an i3-4170.
Reuse everything else, including PSU.
Total cost ~150€ if you don't need new RAM, ~180€ with new RAM.
If you've got DDR3 but aren't sure if you might need more than your current 4GB later get a mobo with 4 slots. That way you can add two more 2GB stick instead of having to buy two 4GB sticks.

Do you even need to upgrade though? And no, seperate GPUs for each monitor won't do anything. Load during desktop usage is laughable and you'll run games on only one monitor anyway.
If you do upgrade just try selling the old GPU.

They did block it, but if you're willing to take the risk you can try it and see if it still works. "By default" it's still possible you just can't update the BIOS to one of the versions that disable it. So if your mobo still got one of the earlier BIOS versions installed (which it most likely has) then it should work.
Also watch out for windows updates that include "microcode updates". Microsoft sometimes does that and you might find your overclock is gone after rebooting after you installed such an update.

Be aware that you won't be able to fix the "768k bug" since that microcode update would disable overclocking.

I haven't seen any reviews yet but the ASRock Fatal1ty H170 Performance/Hyper and B150 Gaming K4/Hyper should be able to bypass all the restrictions and even with updates allow you to overclock. ASRock can't really advertise them because Intel is still mad.

That's not a 212 Evo though, that's a 212 Plus and it's more expensive than the Evo right now.
There are 2 rules regarding the 212s:
1. At 20$ they are great, at 25$ they are ok and at 30$ they are not worth buying.
2. They are budget coolers. Only get them if you absolutely can't afford a better cooler.

So with them being at 25$ and plenty of budget left there's no reason to get either.

Also for 30$ more you can get a 380 instead of that 370 -> ~50% more fps in those "other AAA games".
Changed mobo and RAM, same specs but it saves you 8$.

That is actually perfectly reasonable, I just wasn't expecting anything reasonable today anymore.
Congrats on winning.

I'm not sure what to do with the budget though. You can't overclock with that motherboard, an i7 definitely won't do anything for TF2 (haven't benchmarked CS:GO though) and a better GPU won't do anything either (380 is pretty much overkill for both and should server you well in other game).

The Xeon options are just a sidegrades (E3-1230 v5 slightly lower turbo but overall 20$ cheaper, E3-1240 v5 0.1GHz lower turbo but 0.1GHz higher turbo). http://pcpartpicker.com/p/rdpVrH

You don't need an i7 if you're only going to stream 720p/30fps.
You don't need an aftermarket cooler if you're not going to overclock.
You don't need a Z mobo if you're not going to overclock.
You don't need 16GB RAM.
You don't need extra case fans if you get a proper case. The Antec 302 is 4 years old, the 300 is 8 years old and both are a extremely outdated design.
I won't even bother and ask if you've bought case, SSD, fans and ODD already or why you said you'd get an Antec 300 and then linked a 302.
No point in spending more time on this since you're still ignoring that you can't plan for next year and appear to have a faible for outdated parts.

New GPUs around mid 2016 so if you can wait I'd recommend doing so.

If your internet is bad enough to "bottleneck" you are you sure you'll be able to stream? Because streaming has a huge impact on CPU load and I'd rather not have you spend 100$ more on an i7 if you won't be able to stream anyway.

Ok, first of all Pentium (2 Cores), i3 (2 Cores + Hyperthreading -> 4 Threads), i5 (4C), i7 (4C/8T) of the same generation are all the same architecture. So if something runs on only 1 core you'll get pretty much the same performance on a 4GHz Pentium as on a 4GHz i7.
Sounds good so far, right? Don't get your hopes up, TF2 is weird.
I did some tests and while multithreading gets you at best +30% (with 4 cores, fewer cores and it's even less), going from 1 to 2 cores with "multicore rendering" disabled gets you +25%. A third core gets you another 15%. 2 cores with Hyperthreading work just as well as 3 cores, including multithreading (in this case around +18%). To make matters worse multithreading doesn't really do anything (+1%) on 2 cores. The end result is that an i3-4170 (3.7GHz), which is only 20-30$ more expensive than a Pentium G3258 plus a cooler, ends up being as fast as said Pentium close to 5GHz.
So that's the first problem, for TF2 an i3-4170 would be faster.
I'm not sure about Dwarf Fortress but since it's purely single singlethreaded the Pentium G3258 should be faster.
I also confirmed that TF2 likes fast RAM, so if it's the same for Dwarf Fortress then Skyalke, which supports DDR4 might be a better idea. The problem here is that the motherboards are more expensive and there's no unlocked Pentium.

To summarize:
Price: G3258 > i3-4170 > i3-6100 (> as in better = cheaper)
TF2 performance: i3-6100 > i3-4170 > G3258
Dwarf Fortress perf: G3258 > i3-6100 > i3-4170

I'm not sure what I should recommend.

You planned on getting an unlocked CPU and a Z mobo so you could overclock, because you don't want to overclock?
Last but not least you're planning with two year old parts for next year to make sure they won't be available anymore?
Absolutely ingenious, I would've never thought of that.

In all seriousness though it's a terrible idea. Newer parts are almost always the better option so
- planning with old parts is a terrible idea
- planning for next year when there will definitely be new parts (Zen, GET HYPE) that don't even have model names yet is a terrible idea.

Season 16: merced once in div 3 (lost the game 0-6)
Season 17: Won one map in div 2 with a demo merc.
His team placed last, winning only that one map and one match after the merc demo joined, in which Drack (now prem) played instead of Marmite.

I will leave the interpretation up to you.
