Does the Newbie Mixes happen weekly ?
I'm new here & not exactly sure how your system works.
Looking to play something more competitive then PUBS, but still rather new to TF2 & figured the Newbie Mixes was a good way to get my feet wet.

Newbie Mixes are the perfect way to get your feet wet. They run almost every Friday and Saturday night. You can join the Mixes steam group ( http://steamcommunity.com/groups/na6v6newbiemix ) and wait for an announcement to pop up, or you could just hop in the Mumble ( chi2.tragicservers.com: 64738 ) at around 8 or 9 EST on Friday/Saturday and if people are in there they're probably going to be running.
Newbie Mixes happen usually on Fridays and/or Saturdays whenever they are announced in the upcoming events section. If you want to get more into comp TF2, you should try mixes using atf2.org or lobbies using tf2lobby.com. Generally, the mixes at atf2.org would help you learn more since they have a mumble where you can communicate with each other compared to lobbies.

Is the a Sticky guide for Comp beginners any where? I'd really like to start playing TF2 in something besides PUBs & am trying to figure out how to get started in here.

The guy who currently runs Newbie Mixes has taken a step back, so they've been on hiatus for a couple of weeks. Keep an eye out, they should be starting again soon, possibly as early as this weekend.
You just happened along the competitive scene at a mildly inopportune time, as the top players are gearing up for playoffs and the offseason is approaching. Don't lose hope yet, as things will ramp up before too long. For now, continue to watch competitive games to see how things work in a 6v6 (or 9v9 if that's what you're interested in) environment, and keep on playing. Have you tried tf2lobby.com? It's not ideal by any means, but it's at least slightly more organized than a pub and sometimes you'll actually end up playing a decent game.
If you think you're ready for it (i.e. you have a solid grasp of the competitive TF2 metagame) you can also add up in #tf2mix on IRC. I believe there's a guide on how to do that around here somewhere. Let me get back to you on that.
Additionally, I know there are a couple of steam PUG groups left that offer lower level PUGs that don't require IRC to get into. PwrPugs is one group that has a similar skill level to tf2lobby and generally better communication. PwrPugs run almost every afternoon, depending on who's around to run them. You can join that group here: http://steamcommunity.com/groups/Pwrpugs . They send out announcements when PUGs are starting and all you have to do at that point is hop into the mumble server (provided at the steam group page).

To be straight out honest I'm just looking to get my feet wet in comp TF2 (pubing is getting old). I've only been playing TF2 for a few months so.
In the old days I played competitive Quake & UT but that doesn't help much for TF2. Generally I'd find a clan or friends and go from there but sadly my clan isn't meeting my needs ( need to find a new one) & my friends list is very small.
