Weird shadows despite being enabled

i have enabled shadows but are ring and blurred
in my cfg:

r_shadowmaxrendered 11
r_shadowrendertotexture 1
r_shadows 1
r_threaded_client_shadow_manager 1

switching these around doesnt do anything
my full config: https://hastebin.com/oyigevunoh.scala
they work with -default in launch options but im unable to find out the command(s) responsible for it
any help appreciated

i've tried it but apparently you need to restart game for it to take effect
