What does it do, why does it reload everything in materials and possibly more and what should I set it to?

to put it simply, turns on antialiasing... and MSAA requires a bit of an internal resolution change, so it takes a little bit to switch over. not sure why it reloads materials.

Not exactly what was asked for but I got a decent boost in fps from turning it from 0 to 4 (pretty sure 0 just defaults to 1 anyway).

Turning on aa can help some people get better FPS when there GPU is throttling from under use.
