I got a new router yesterday cause my other one broke (and was also pap).
If I plug my laptop into the router i get like 95mbps, and if I sit next to it (with no ethernet connected to my laptop) I get about 45-50. First off, is that bullshit or not?
The main issue I have is that I go upstairs and on my gaming pc ( I have a usb network thing instead of a network card in built) I get like 9 mbps on Speedtest, with 2 ping. In game, I'll get 40 ping at lowest but it regularly spikes to well over a hundred, and is averaging around 60-80.
On my laptop in the same room I'll get maybe 20mbps.
Wtf is going on and how can I sort out this terrible in game ping and the shit speeds I get 10metres away from the router please?

Move your router closer to your PC. Line of sight matters more than distance too, if you are using the signal through a few walls that could be aggravating your problems.

My router is attached to some internet box thing and the box is fixed on the wall downstairs I think.
Even if my ping is like 40, the game still jitters slightly. My pc is pretty good and I don't think this happened months ago.

You're dropping lots of packets. Your usb network thing is probably bad. You could run an ethernet cable, get a network card, or even set up powerline.

I went drastic and bought a new network card, wifi extender and a long ethernet cable.
Probably OTT, but I just want to play with steady internet like I used to.

With a 96 mbps speedtest (and 1 ping) with an ethernet from my pc to the router, what sort of ping should I expect in TF2?
I got like 33 earlier, but I expected lower. Yeah, I know shit all about ping and networks.
