You can still set these values to higher values from the command line. There's a chance that if you muck around in advance settings, it will reset them to 100 if either of them are higher than 100 (see peoples' posts about viewmodel fov).

Setting it to a pitch higher than 100 does not do anything, it sounds the same as if it's set to 100.
