tf2 won't launch on new computer

So I recently inherited a very old toshiba laptop from my grandparents and, after doing a custom or fresh reinstall of windows 7 ultimate 32 bit, attempted to install steam and tf2. TF2, when I open it, doesn't launch: my name in steam turns green for a sec, I see the logo on the taskbar for a second, but then it dissappears and my name goes back to blue without ever seeing any of the loading screen. I have tried:

Validating (3x)
Reinstalled TF2
Deleted everything in program files/steam except for steam.exe and steamapps
Deleted clientregistry.blob
updated graphics card drivers
ran steam as an administrator

Another weird thing is when I tried to run TF2 as an administrator it said: "Setup file 'gameinfo.txt' doesn't exist in subdirectory 'hl2', check your -game parameter or VCONFIG setting". I have tried googling and searching tf.tv for 'tf2 wont start' and for that specific error message and no fix I've tried from those threads has done anything. Is there something glaringly obvious I'm missing?

Did you completely download a clean install of tf2, or did you copy it from another computer? I have had that error before when copying the game files over to a different computer.

Sounds like a steam bug if anything. I'd try reinstalling steam/experimenting with a steam beta.

i had this issue too i forgot how i fixed it :\ try searching online i think i found my fix from another source
