can't delete hud folder

That's it, I remeber trying to delete it before and it not letting me, so I just kind of forgot about it but now when I launch tf2 it doesn't even get to the main screen and automatically crashes.
I then went after the hud folder to delete it and it doesn't let me, says it's being used in another program somewhere

Already tried:

Checking for hl2.exe open program
Doing it with steam closed
Just overwriting the folder with another hud (it will only overwrite so far, I believe the corrupted file is in the resources folder)

Please help :)

edit: this is the error

your game is still open
end the hl2.exe process in your task manager
that should fix it
