If you are running a dual boot windows, I would advise you to try your TF2 on your other OS. I had a dual boot setup, both identical and one peformed 70-80% better than the other.

Unless you pirated Windows (nobody does that right) and got a bad rip or crack, it must be with your hardware. That power supply is pretty bad but Nvidia cards don't eat a lot of power. It must be that you didn't install something correctly, you received faulty hardware, or you damaged something while building it.

Aw you should have opted for the k processor. Historically, H-motherboards did not have overclocking as an option but as of recent, it's available on certain boards(yours included).
I recommend getting a cpu cooler, regardless of your current cpu temps, it will help performance.
I also recommend enabling turbo boost in your bios since overclocking is out of the question.

As I said, for a GTX760 the actual wattage isn't the issue. That power supply is shit tier though. It's the lowest quality Corsair you can get. I cheaped out for a bit and had the non-modular version of it before returning it.

Alright, I will firstly ask, did you properly check that CPU fan is properly attached?Do you have a good airflow in the case? What temps do you get from the GPU? Do you have some funky processes running?(some people actually just install a heap of programs and let them be resource hogging shit). Do you use the latest nvidia driver, if so; do you use the nvidia geforce experience?(usually no one does, so it's safe to remove it completely). Do you have an antivirus running, if so; Do you let it search through the folders where steam is located?(recommend you avoid this). I do hope, since you're using a SSD that you moved swap to a regular HDD, you could eventually close it, once you add more memory(ram) in a near future.
P.S - There is nothing wrong with his PSU. For those who are doubtful, please look at some reviews and benchmarks of it, it performs well.

Corsair is not a PSU brand. Corsair is just rebranding. They haven't manufactured or designed a single PSU.
Don't fucking buy PSUs based on who rebranded them.
90% of Corsair PSUs are overpriced.
Quality varies from barely acceptable (CX series) to excellent (AXi series).
The CX series is definitely not one of the best in it's price category at MSRP, however they're on sale very often. For example the CX430M at 30$ is basically like the 212 Evo at 20$. At normal prices (40-50$ respectively 30-35$) there are a number of better options, but at those prices they're hard to beat. That doesn't make them any better though. I only recommend the CX series when budget is very tight and they're on sale, just like I only recommend the 212 Evo when noise is not a concern and it's on sale and I'm trying to shave off another 10$.

As a comparison: I also have the GTX 760 and the i5 4670. I'm using Comanglia's fps config on dx8 and my frames never drop below 160 in fights.

I don't get where you got your "two third number" since 21 out of the 40 PSUs Corsair rebrands are from CWT, and most of those CWT models aren't even sold a lot since most of them are in the higher Watt category. All casual models for your average buyer are made by Seasonic and Flextronics (except the CX series), not to forget that corsair stopped rebranding new models from CWT for more than a year now since their newest AX series, there really isn't any reason not to buy PSUs from Corsair since they also provide excellent Customer service and warranty.

It could help troubleshoot an issue, or prevent one from occurring. It's not something everyone needs or cares about, but that's why it's available on certain models, and not on others.

I wouldn't say alot of the casual ones are seasonic. Some of the lower wattage HX/AX series are seasonic but those are gold/platinum rated and shouldn't be considered within the price range of casual. Plus most of the seasonics are discontinued anyways. So, most corsairs NOW are actually CWT.

That's indeed a bit low.
Set mat_queue_mode to "2", that should enable multithreading. Only if 2 causes any issues should you try "-1".
Don't try cl_threaded_bone_setup 1 at the same time, it's known to cause crashes. Verify that mat_queue_mode 2 isn't crashing, then you can try this to get some extra fps.

3 Seasonic, 4 Flextronics, 2 Chicony, 4 Great Wall, rest CWT.
Current Seasonic units: HX650, AX760, AX860
All 4 Flextronics units are in the AXi series.
HX650 is Gold, Ax1500i is Titanium, rest is Platinum.
Imho none of these are "casual models for your average buyer", but what do I know?
So Corsair stopped rebranding CWT units more than a year ago? I must've dreamt the HXi series then.

Brand name provides absolutely no information about the quality of a PSU. How is it valid for a recommendation?
I'd rather have a PSU that doesn't fail with bad RMA support, than a failing PSU with good RMA support. If your PSU dies it can take a lot of components with it and no brand is going to cover that.
I highly doubt Corsair does any of the actual RMA on PSUs themselves. Look at the rebranded Seasonic units. 7 year warranty. Look at the same models direclty form seasonic. 7 year warranty.
Overheats as in shuts down.

And you can't change the fan speed without opening it and voiding your warranty.
You can't rate a PSU for 40°C if it's guaranteed to trigger OTP 35°C or if you don't have other fans blowing into it. It renders the passive mode pointless if you need other fans to cool it.
It's also a wrong rating. For me that's the same category as overrating the wattage. Absolutely inacceptable.
I'd rather have the money for Corsair link put into a better platform, but to each his own I guess.

That's indeed a bit low.
Set mat_queue_mode to "2", that should enable multithreading. Only if 2 causes any issues should you try "-1".
Don't try cl_threaded_bone_setup 1 at the same time, it's known to cause crashes. Verify that mat_queue_mode 2 isn't crashing, then you can try this to get some extra fps.

Update - November 14, 2013:
In an effort to improve our products for all of our users, we have updated the RM750 and RM850 to resolve this issue. The thermistor circuit that is used to measure the temperature for the fan controller and OTP has been changed in all RM750 and RM850 PSU’s moving forward. An additional resistor has been added that will result in the fan turning on prior to the condition that causes the PSU to shut down in the event that temperatures exceed 45°C.
I didn't say they did. They handle the customer service part, and whoever made the product does the repair(s).(in such a case)
I wouldn't buy a psu specifically for it either. I'm not trying to defend corsair as a brand, merely stating facts.
Noctua is the only pc component brand with an entire line of outstanding products. :3

It means that neither the designer, nor Corsair, nor Quality Control properly tested any of those units. They just rated them based on "It should work". That's terrifying.

There's a jumper missing. It won't do any damage but that PSU doesn't even meet the ATX spec anymore. Technically they can't legally sell this.
Even though none of this issue would cause any damage they're still showing that QC doesn't exist at all or is not doing it's job. I've seen a similar case. 80% of the units were out of spec by 3-5% to the "good side". Not an issues but it's still out of spec. We almost lost a contract. Heads rolled, I can tell you that.
My point is that Corsair is saving money on Quality and Quality Control while increasing the prices. I'm perfectly fine with them trying to increase their profit, but that's just screwing the customers over.
Agree on noctua, excellent customer support aswell. It's like Seasonic, it might not be cheap, but at least it's good.
