Those benchmarks are a little irrelevant because they're on a system where the CPU is the bottleneck, not the GPU. Not to mention that they're all well within margin of error (better FPS by increasing resolution from 640x480 to 1280x1024?).
If you're GPU bottlenecked then yes, lowering resolution will increase framerate (duh?). If you're CPU bottlenecked it won't do anything.

but of course it only does anything if you're running dx98, so since he's already included 81 it's completely irrelevant. it's just as stupid as people using things like -nomouseaccel and shit like that.

This config is used by most competitive people who want more FPS. I would recommend changing these settings :
mat_viewportscale 1 to mat_viewportscale 0.8
