Try overclocking your ryzen cpu and playing on AMD ryzen balanced power plan, those really helped my fps. (I use a r5 1600)

It has to do with something in the hud files

All the people from kraft makk and cheese are my best friends and family. I know the three of them will pound next season especially if they get players with experience and dm that matches theirs. doesn't seem to fix it

this weird problem is happening where my fps gets capped at my monitor refresh rate (like v-sync) at random intervals. The only way I can get it to stop capping my fps is tabbing in and out of the game. I have fps_max 800 and v-sync disabled in nvidia and tf2 settings

edit: seemed to fix it after I checked the "disable fullscreen optimization" box in hl2.exe>properties>compatibility and updating my bios and gpu driver.
