You're running it with a .bat file, right? The command line should be >javaw -jar bspsrc.jar
It might just be running with the wrong java executable (needs to be "javaw", not "java"), or without the -jar parameter.

Make sure java's up to date, and if you're on a 64-bit OS with a 32-bit java, try 64-bit java. Make sure to be using official java as well, if you're on linux, instead of the open source implementation, for compatibility reasons.
You should use bspsource, not vmex. Link: https://github.com/ata4/bspsrc/releases
A lot of people, especially people who've used it for a long time, use IRC through a remote shell or an IRC bouncer. Nothing weird going on here.
You'll notice the difference with even like 60fps. The frame to screen latency goes from 0 to 16 ms to 0 to 7 ms.
try a mumble beta (or stable version if you're on beta)
I would say super monday night combat, but it's completely fucking dead, and kind of went critically unbalanced towards the end of its active time.
I have a 585 watt PSU and your card pulls about 70 less watts than mine, so it shouldn't necessarily be the problem, but it depends on your other components as well. If you have such a thing, using a wattage tester might be helpful.
This is almost definitely not the problem as long as your card is running at idle like it should, though. Does your monitor work with other systems? Is your monitor set to the right input?
I bet there's some incredibly esoteric purpose for it that we won't figure out for years
Get a good balance of pubs and pugs/scrims. First of all, people have really shitty movement in pubs, so doing both will keep you from getting in the groove of one or the other. Second, you can't focus on getting better if you're trying hard to win, if you only play matches you'll just end up using tactics and mechanics that you're good at instead of trying to expand your boundaries. This is totally different for high level players but if you're not good yet it should do.
Reducing the number of stickies available in a single clip is a reasonable first step. Anything else that I've seen would most likely require changing a shitload of other stuff in the game to keep it from breaking.
I don't think anyone believes beyond a doubt that demo isn't a bit stronger than at least the other mobile classes. The contention is what kind of problem that is, and if it even is one. I think almost all the arguments on both sides for about the past page have been fucking ridiculous, chill out.
I dunno about others but the last one that got run for a while was pretty useful for the maps I put into it. Those maps kind of crashed and burned for fundamental problems unfortunately.
