Your 4PLUG directory settings are wrong. Click on the home button in the bottom right side of the 4PLUG window. Then set it to match your "custom: folder (it's usually: C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\custom\)
all other huds/hitsounds/plugins work and install just fine when i drag them in, except for the rocket trail and particle plugins that ive downloaded from your first post
