To me that looks like either a massive bug, or a LOT of accounts got hacked/compromised in some way. :/
While having bad hardware will definitely make it hard for you to reach your full potential it will by no means define your skill as a player, only you can do that. To drive this point home here are some things for you to think about:
Blaze plays roamer at 100 ping almost every scrim and match and is still considered the best roamer in NA by many. Would he play better with lower ping? Absolutely, but he doesn't complain about his ping all the time he just deals with it.
I remember watching a Dummy POV where he was literally playing a match with a broken mouse. It was pretty insane to watch him aim only to have his mouse lock up and start getting all jittery, and then watch some magical pipes still hit targets.
I want to say that Clockwork had fps problems a while back too, but I'm not 100% about that so I'll leave that alone for now (feel free to comment on this someone/clock).

I've heard many many good things about the Xiaomi Pistons but never knew if things were being blown out of proportion or not. Looks like I might have to grab my wallet after all...
That would be highly dependent on what CPU you're talking about. Different Intel CPUs come with different tiers of the built in GPU. Having said that most Intel GPUs built into i series CPUs are more than good enough for some light/casual gaming.
For example, an i5 3570k with it's built in HD4000 graphics will run HL2 with high settings @ 1080p at 60 fps
I had to disable steam overlay to get around the "are you sure you want to quit tf2?" thing
So I know this may be far far down the line for things to add to the site, as I would imagine something like this would be quite time consuming, but I think crowd sourcing player "tags" for every video would be amazing. Imagine anyone with a "verified" account (or some other way to weed out the false player tags) could just load up a video and have somewhere to enter the names of all the players in the video. Then, on the searching side you could add another filter for players.
