So you're saying that sometimes it boots and sometimes it doesn't? Try re-seating both(?) sticks of RAM as well as your GPU then try to boot up again. If it's still inconsistent try running only one of the sticks of RAM, with the other one(s) taken out, as one of them may be going bad and causing your computer to fail the POST (power on self test, like all that text you see when you first boot up) sometimes.

Have you already tried reinstalling/installing an updated version of your hud? Better yet, just move your hud out of your custom folder temporarily to see if that's the issue. Then you can go look for an updated version if that's the case.
If the issue ends up being you clicking outside of the TF2 window the solution is to halve (or whatever factor you want) your mouse DPI and double your ingame sens.

Well, if the mouse is still under warranty just get it replaced. If not, looks like you'll need to buy a new mouse.
P.S. Protip to keep your mouse cable in better shape where the cable meets the mouse: Use some scotch tape to secure the cable and whatever slack you need to your monitor's stand. That will prevent a lot of extra stress on the cable and greatly reduce the chance of failure in that particular area.
have you tried using another hud/reinstalling your current hud?
What resolution are you running at? That might be your only option left before an upgrade is absolutely necessary.

If you're sure it's a problem specific to your laptop's Intel wifi adapter pick up a USB wifi adapter for use at home.
Try the following things:
-Look for updated drivers for your motherboard's network adapter.
-Plug in to a different port on the router (preferably one of the ones a roommate uses).
-Use one of your roommate's cables on your computer, or if that won't stretch use your cable on a roommate's computer.
-Compare your IP settings on your computer to one of your roommate's (working) IP settings and make sure they match.
