Open the Network and Sharing Center, then click "Change adapter settings" on the left sidebar. From there, right click whatever device you use and select "Properties." Now, double click "Internet Protocol Version 4(TCP/IPv4)" to view it's properties. You can set a static internal IP for your computer there, although there shouldn't ever be IP conflicts on your network if your router has DHCP enabled and both computers are set to automatically obtain their IP addresses.
Also, take this with a grain of salt since I don't really have a formal education on it and there are probably people here that know a lot more than I.
Did you already try backing up your configs/hud/demos/other things, and then delete the "team fortress 2" folder in /steamapps? I don't think you'll have to re download the whole game, it should just extract a fresh copy from the GCFs.
EDIT: As others will probably say, TF2/Source is most likely bottlenecked by your CPU if a fresh copy doesn't perform like it should. You could try overclocking your CPU if you're comfortable doing so, it should be rather easy with an unlocked Phenom.
If you're going to do a full POV and not a frag video just use whatever HUD of your choice, you could even use default HUD if you really wanted to. Either way, a video that long with nothing to really focus on(i.e. kill notices, hp, damage, how large your balls are, etc.) could get kind of boring.
STAR's server usually has better players on it than the average pub, although I can't say enough how much I miss Pro Like Chro, and Insane Like Train... RIP :(

Try turning off multicore rendering, or retting everything with the -autoconfig launch option if you have all your configs backed up.
EDIT: actually -autoconfig doesn't touch your configs, it only ignores them.
-autoconfig - Restores video and performance settings to default for the current hardware detected. Ignores settings inside any .cfg files until this parameter is removed.
We should revamp the group page for the newbie mix group(mostly small changes like updating the sidebar links with newer content and a magnet link to join the mumble server and correct channel with one click). Then, when someone is asking about how to get into 6v6 you can just link them the group page. This means they not only get a short description of the group and the format, but they also get to experience the best possible way to get into 6v6(i.e. they're not playing lobbies).

The updates to steam community can actually help us a LOT if we all collaborate and use this group as a tool. There are almost 2000 players in this group right now but I could see this group reaching 4k or 5k in a matter of months if we keep it active every weekend(does not have to always be the same people running it).
If you're going to add HUD crosshairs you might want to think about adding this entire pack that Fog put together here, if that's possible.

I just want to say that 6v6 would be absolutely unbearable if there were no bans(no weapon or class restrictions). Most of our bans are there to keep the gameplay fast and exciting for both the player and the spectator. We realize that the game is completely different from pub TF2, and we realize it adversely affects how many people play 6v6. However, we enjoy the way the game plays in our chosen format and wouldn't want to give in to a slower, more boring(in our opinion of course) competitive format.
To each his own.
Also, wrangler is laughably OP if the team/engineer have any brains or mechanical skills at all. It literally has autoaim.

You mean to say that the intent was to prevent too many good players from stacking a team? I can see how that would just be unfair to the teams without good players.
