What am I supposed to edit to change the position of the player model? For example when i disguise as Spy, I can't clearly see the medi gun as the text covers it up, I'd like to move it up a bit.

I simply stated my personal opinion on the case. I'm not an expert on the matter nor do I have the tools needed to be able to review the demos. I'm a division admin, but as one of my friends asked me I didn't see a reason why not to give my opinion. Here is exactly what I said if anyone cares:

The UGC Anti-Cheat team still hasn't finished fully reviewing the demos you are talking about.
We go by the policy of innocent until proven guilty; we are not doubting the capabilities of the ETF2L Anti-Cheat team but we want to make sure that the person is in fact breaking the rules, in this case by aimbotting, before banning him/her.

Is this updated for Winter 2019?
