I'm having the same problem as OP, at first I had my config.cfg set to read only but I changed that and nothing is saving, hopefully Steam will fix it on the 30th.
EDIT: Now I'm crashing after loading screen, this is getting frustrating.

I'm also having 2 strange problems, 1) I'm getting a strange mouse lag and 2)My settings are no longer being saved for eg I have a bind that switches between cl_hud_minmode 1/0. So say I have the game in minmode 0 when it launches, I join a server change it to minmode 1 and disconnect and quit game. And when I restart it has cl_hud_minmode 0 enabled, same for any cvar. This never happened before and is very annoying.

Broeselhud, with team indicator bar.
Broesel crosshair switcher, with black circle HUD outline at z-pos:5 (overlapping the game crosshair) and black wings, both from Fog's HUD crosshair font.
Crosshair is "small" "dot" and white for primary:

I've since moved chat to the top left with BaseChat.res from M0re's hud. Usually have it turned off though. Will probably change it to a smaller font next.
What Labeltext did you use for the black circle HUD outline?
