Also, try calibrating your display. Right-Click on Desktop > Screen Resolution > Advanced Settings > Color Managment > Advanced > Calibrate Display and just click next (if you dont want to actually calibrate color display) until ClearType calibration opens up. When it does, you will have all the instructions in the program itself. Be sure to check Turn on ClearType.

you can go with an ivy bridge unlocked (####k) series processor and possibly pair it with an z77 motherboard and overclock it so it can last more. if he can wait like 30-45 days which is not a lot the r9 price will drop (new r9 3xx series are coming) allowing you to buy some better parts. finding a good motherboard, psu and storage is the key. never be cheap with a psu.
