Are you both on wifi? I got a etherent over power adapter when I was having the same ping problems. Having a wired connection over wireless is like pseudo-QOS and will solve most of your ping problems.
Have you actually tried talking to your sister? It sounds like you've complained to her and the only solution she sees is to stop torrenting, you know that shes not going to stop downloading her shows and music because you complain once in a while. Show her how to set her torrent client to only use 80% of the total bandwidth of your house, this should solve most problems, and she should still be able to download media faster than she can watch it.
