As much as I share your affinity with having good teams at LAN. Why exactly would that be cool? There prolly isnt going to be much other good teams at lan and it would probably take a big fundraiser aswell. Lets save that money and use it to fund some teams to go to i63 and have good competition there

It is live for Linux already. I don't know when it's out for Windows, though.
What worries me the most, though, is that for ten years all the passwords, secret keys, etc. could be as well public. Technically, anybody could exploit any system, read all the secrets, all without any fingerprints or traces. I wonder how much NSA paid Intel for doing that.

It heavily depends on the application itself. After applying the software patch, the performance is worse for practically every system call (i.e. the really low-level kernel functions), as the user-space memory has to be explicitly separated from the kernel-space memory. So the performance impact will be seen mainly on servers (they use a lot of connect() syscall, for example). On client computers, it can be noticeable from time to time, but not during every-day use.
I don't think adding new maps in every single season is a good idea (I'd like to see 1-2 maps rotating, tops), but I'd love to see a lot of map cups. I really miss playing cp_cardinal and I'd love to play cp_propaganda or cp_stitched. Playing a new map from time to time, where you can sit with your teammates and talk about positions, think about strats is fun :)
