How to make PugChamp better

Excuse me for the necro but I was thinking about ways to make pugs start faster and I came up with the idea of making it so that if there is already a pug going on, the amount of games needed to captain goes down; this would potentially make it easier to get captains for b and c pugs and to help them start faster.
Sorry if the idea has already been proposed, I couldn’t read through the entire thread
